It's a business of knowing the market and using information to sell their expertise and knowledge. if a recruiter knows XYZ company is losing people, they'll share that with potential partners. Recruiters use what they know about current employees to maintain their business relationships with said employers. Usually if someone feels underpaid we'll do some market research and figure it out without the need to have them interviewing and getting offers. I'll also probably have a solid idea of how dedicated they still are and can judge accordingly whether it's worth putting in the effort to try to get them bumped up or just let them go. Usually if someone is looking deep enough that they get an offer letter they've already made up their mind to leave to a good enough degree. If they're below par I'll just wish them luck. If they're middle of the road I'll discuss it with my boss and their lead to figure out how we feel about the options and see what makes sense. If they're top performing and the new salary isn't reachable I'll do whatever I can and hope to convince them to stay with whatever other reasons we have as well (work/life, PTO, trainings, conferences, career path, fun environment, knowledge of the products, whatever). If they're a top performing employee and their new salary is reachable I'll do what I can to match it. We could always do with more help and wisdom, friend!
